12) Similarly for you the administrations at horizontal level responsibility is to be shared equally if there are no subordinate administrations and communities. However if you have three subordinate administrations and communities then your responsibility is one fourth after the agreement about it has been reached between you according to the constitutional and legal obligations. Your fellow administrations will likewise have one fourth of the responsibilities if you have no successors but they do. However if you too have three subordinate administrations then they are to get one eighth of responsibility just like you after the agreement is in place about it according to the constitutional and legal obligations. If an administrator or an administration has no mother or daughter administrator or administration but has five supporting administrators or supporting administrations, they each have one sixth of the responsibilities. However if they are more than that then they all have equal share of responsibilities agreed upon according to the constitutional and legal obligations without loss of rights and responsibilities of the others. This is an advice from Allah that Allah made known for people to adopt to have an easy life.

In these verses organisational structuring is advised both horizontal and vertical and it is said that administration has to be efficient as well as sufficient so that all needs of all communities and their individuals under the ultimate administration or management are properly met. More administrations can be created if need be and if there is no need for an administration any more then that should be wound up and all its responsibilities handed over to mother administration to decide how they should be distributed among the sister administrations. The main point made is that if people and institutions are not well organised and regulated or work properly then that will not let communities function properly and so unity or peace will not become established and progress will be hampered and so program for prosperity of humanity will suffer accordingly. As administration breaks down so will community spirit and gradually harmful and destructive ideologies and practices will begin to reappear and the results will soon follow and people will fall into rivalries of all sorts and brotherhood will end and will become replaced with hatred and wars once again as always has been the case.

13) These are the administrative, organisational and regulatory measures advised by Allah so that any people who are consistent with program, goals and guidelines of Allah via His messenger could enter kingdoms which offer blissful, dignified and secure existence to them due to things of need and want or livelihood flowing like rivers in them for them for as long as they live if they maintained the standard and that will be a grand achievement or accomplishment by them in the eyes of Allah, themselves and humanity.

In the Quran the phrase JANNAATIN TAJREE MIN TAHTIHAL ANHAAR comes up repeatedly, it simply means kingdoms run according to guidance of Allah by proper human communities due to which people produce and distribute all they need and desire so all get what they need or want and all live happily. On the contrary people who live for personal gains at the expense of each other they bring about harmful and destructive kingdoms based upon their own ideologies and as a result of divisions and rivalries they are consumed by all sorts of problems due to fire of hatred and jealousy or fights and wars etc among them. It is because such people are busy all the time conspiring against each other to dominant each other by undermining each other. So there is very little chance of happiness for a very few people for a very short time as a result of all this carry on. The Quran based community is a free community whereas all other communities are knit together in such a way their people are trapped by each other for personal vested interest like spider traps a fly in its web.

14) On the contrary any people who believe and do things in opposition to program, goals and guidelines of Allah as given to mankind through His messenger by transgressing His set out measures will in time end up in fire of hatred among themselves and they will remain in that state of existence for all their lives if they do not repent and reform or mend their relationships according to guidance of Allah by becoming a proper human community and that is how they will go through a humiliating painful suffering by hands of each other.

Since going against God sent program, goals and guidelines will result in terrible consequences it is therefore very important that people set up monitoring systems in order to guard the systems put in place through a feedback network. If anything is reported to have gone wrong it must be acted upon right away to put it right before it is too late. Here the Quran is telling us people are of two categories a)those who learn about way of life advised by Allah properly and follow it faithfully and b)those who ignore and oppose way of life advised by Allah and adopt way of life based upon personal gains at the expense of each other. People who live by way of life advised by Allah are bound to have a very different outcome of their ideas and practices as oppose to those who do not. One people are bound to become strong with help and support of each other as a proper human community due to living for each other and the other are bound to become weak due to rivalries between themselves. It is because the Quran tells people to work for what they really need and do not live on basis of make beliefs and useless practices. This is why people who waste their time in carrying out religious instructions by their religious leaders fall far behind those who live their lives according to real world realities. Religion makes lives of its followers worse than secularists because one people wait for God to fulfil their needs while others do so themselves. The only thing wrong with secularists is they become practical for themselves rather than following the actual guidance of their creator. This is why those who live in real world according to real world realities on basis of guidance of Allah cannot be beaten.

15) Therefore if any of your administrations or communities are accused for breaking the set limits of Allah then look for at least a few independent instances with a few independent but reliable people as witnesses for evidence from among yourselves against them and if you find such evidence through such witnesses then hold them accountable through their related institutions according to the rule of law of Allah till they have been delivered the penalty fit for their crime or rule of law of Allah sets them free due to being not proven guilty through the benefit of the doubt.

16) So if either of the two groups from among you the communities or the administrations needs corrective measures taken against them due to breaking of the agreed and accepted set limits of Allah then correct them both likewise but if they correct themselves and reform then leave them free to carry on as normal. Surely Allah has been attending to what people need always through His blissful, dignified and life securing guidance.

In these verses advice is given as to how people should organise and regulate themselves into a proper human community and how groups should be created for ease of management of people and resources. People are told that if they did things this way as a proper human community based upon clearly stated principles then they are bound to end up in kingdoms wherein they will remain united, peaceful, progressive and prosperous but if they will oppose the advice or disorganise after organising then troubles are never far away for them by hands of each other. The advice is also given on monitoring things constantly after things are set up to run properly so that if there are any problems they are found right away and corrected before they get out of control. It is made clear that if any problem is ignored or neglected then consequences will be very serious indeed. One of the ways the monitoring is to be carried out is to keep a sharp eye on complaints as feedback from the general public as well as officials. When there are a few independent complaints about an administrator or administration or community or any individuals then investigation of administrators or administrations or other parties becomes necessary and it should not be stopped till all is found ok or things are put right if they are found to be problematic in any way.

17) Surely in the sight of Allah, proper turning to guidance of Allah for correcting themselves and keeping themselves right is of those administrators, individuals, administrations and communities that inflict harms and destructions upon each other out of unawareness about existence or proper understanding of guidance of Allah but once they become aware of existence guidance of Allah and learn to understand it properly they go not near that harmful and destructive way of life based upon personal gains at the expense of each other again, for these are the people whom revealed message of Allah guides properly because message of Allah surely makes people aware of the wisdom which they lack for running the kingdom based upon guidance of Allah properly as a proper management and as a properly managed proper human community.

Mistakes are possible for all human beings even if they are messengers of Allah. What is not possible on part of people of God is that they hold wrong beliefs deliberately or adopt wrong practices deliberately. If any people will do so they will be put on equal footing with those who disregard God and his message. Not only that it will also deliver them same results as them for their beliefs and practices. Mere confession of faith in deen of Islam has no value in sight of God one has to do what deen of Islam requires of its followers. Moreover for getting things right people must hold right beliefs and adopt right practices to get the right results. One cannot say I want a nice world to live in but do all that makes the world a hellhole and expect all will be as one wishes or desires. Things do not work like that as far as the message in the Quran is concerned.

18) So turning to guidance of Allah is not proper of those administrations and communities which keep on inflicting harms and destructions upon each other despite becoming aware of existence of guidance of Allah because they do not bother to learn to understand it properly until any of them comes face to face with sure harm or destruction and then it says I will now turn to revealed message of Allah for guidance, nor of any of them that ends up destroyed by itself due to opposing the way of life advised by Allah, for such in Our scheme of things is already declared in the scripture in advance painful suffering and destruction by hands of each other.

In these verses people who believe and do wrong due to being unaware of existence of guidance of Allah are placed in a different category from those who are aware of existence of guidance of Allah yet they are not bothered with learning to understand it properly therefore they end up holding wrong beliefs and adopting wrong practices. However only those people are accepted genuine in following guidance of Allah who once become aware of it then stop harming each other for good ie those who adopt this new way of life as advised by Allah. So those who carry on living by very same harmful and destructive way of life based upon personal gains at the expense of each other after becoming aware of guidance of Allah are not accepted as true or faithful followers of message of Allah. These verses are explaining what is expected of administrations and communities and individuals that are supposed to be living in a kingdom based upon guidance of Allah. Even in case of unintentional mistakes odd mistake can happen to anyone but to make more mistakes than normal unintentionally could cause problems for the community therefore such people even though they have done nothing wrong deliberately must be removed from their jobs because they no longer are fit to do them. On the other hand people who deliberately act against the interest of the community and the kingdom they are up to no good so when they are caught, they are to be dealt with appropriately. Their thoughts and actions are not consistent with guidance of Allah so they should be kicked out of the system and further appropriate punishments should be decided for them by the properly human community for deliberately causing damage to the community or the brotherhood of human beings. It could be a very serious offence because one has conspired to bring down the proper human community by attacking its systems and structures. The purpose of law is to keep people on the path to accomplishing the set out goals as per given guidelines therefore when anyone falls out of step deliberately then there have to be appropriate sanctions and penalties as well as correction centres.

19) O you who claim to be committed to working for unity, peace, progress and prosperity of mankind! It is not lawful for you to take over proper human communities or their administrations within your areas (or reach) against their will nor are you to force them to accept your harmful and destructive terms and conditions to make them give up some of their rights and responsibilities assigned to them by Allah as accepted by yourselves as communities unless they are clearly in breach of agreed and accepted limits set by Allah and the proper human community. Deal with them properly on basis of ensuring their well being as a part of the larger proper human community even if you disagree with them about things because it may be that you disagree with someone about something in which Allah has placed greater good for you the proper human community.

In this verse statement can be taken as general that people should not try to take over each other by force instead of educating each other and making each other realise the need for coming together willingly. So the Quran opposes forceful taking over of one people by another people. Basically this verse advises people to learn to live by rule of law and don’t jump on each other to grab things of each other out of greed and selfishness for personal gains at each other’s expense. Even if you have any genuine concerns yet strike a peace accord and let the legal procedure decide the matter and don’t take things into your own hands where there is no need for doing so. Community leaderships and administrations are there for greater benefit of the community and should only be interfered with as advised ie to improve their situation and not make it worse. This does not mean letting leaders and administrators do as they please but to ensure all are doing things according to the book of Allah. Failing that could lead community as a whole into chaos and confusion therefore harms and destructions by hands of each other. A point to remember is that all constitutional and legal obligations as agreed by community are taken as sanctioned by Allah and cannot be dismissed by any particular individual or a group from within the community or outside it otherwise hostilities become inevitable. If any change becomes necessary then that can be brought up at a community meeting for consultation and if the community as whole agrees in light of the Quran and real world realities then it can be changed as need be for ensuring well being of the community.

20) So if you the main community decide to help change the state of existence of a subordinate fellow community from the state of existence the fellow community is in for the better and therefore you have agreed to give any of them a lot of support then you should not withhold from it your promised help and support at all due to any minor reservations or concerns about it, will you people withhold from it your help and support even in the least on basis of your baseless suspicions thereby leave it exposed to bundles of problems preventing it from functioning properly?

When it is time for changing an administration or a community or an agreement or when members of community become unhappy with services of its administration, they should not think of putting aside constitutional and legal rights and responsibilities by taking things into their own hands thereby create chaos for the community instead they should take legal route and wait for the judicious outcome and let the administration or community work till decision arrives and then move for change of administration or community etc if need be otherwise if inquiry commission or court finds nothing wrong with the administration or community after its investigation then administration must be allowed to continue till it has served its time. But if court finds administration or community guilty as charged then there has to be change of administration if accusation was of a serious nature but even then time is needed for changeover. Likewise if a person or family or group of people have to leave one place for another within the kingdom then this move should be facilitated so that all things continue as usual without interruption for the people or community. The case is likewise if one people agree to help another for the better, the agreement must be fulfilled or the objective for which the agreement was drawn and agreed will remain unfulfilled. In the Quranic context constitutional or legal obligation must be fulfilled or there are going to be harmful or destructive repercussions for all involved in one sense or another.

21) And how can any of you the communities withhold your support for other communities when all of you who have gone through this experience have benefited from each other for sure and the people from each of you have taken from you the communities a firm pledge according to the constitutional obligations?

Also wide open space or something alike in some sense in some way for some reason or purpose, vast expanse or something alike in some sense in some way for some reason or purpose, criterion or standard or specification or something alike in some sense in some way for some reason or purpose, a vast clear or even or level or regular piece of land or landscape without any obstructions or unevenness or irregularities or something alike in some sense in some way for some reason or purpose, running water on the ground or something alike in some sense in some way for some reason or purpose, to reach someone, to catch up with someone, to socialise or have a social interaction or intercourse, to keep going till one reaches end of one’s journey or destination, to meet with people or mix with them freely without any hesitation or reluctance or resistance or preconditions or reservations or objections or guards, to have an intercourse with a woman, to go out into the open, to be empty or vacant or unoccupied, to reach out or extend hand of friendship, to break the barrier or limit, to undermine or overcome a dam or opposition or defence, to remove criterion or obstruction or obstacle or hurdle or difficulty or limit or norm, to break down the barriers between, to become close to, to occupy the space of, to overcome hurdles or difficulties or problems, to become adjacent to, to link or join or connect with, to gossip or slander or backbite or spread rumours about, to accuse falsely, to blow or blow whistle or trumpet, to beat the drums or drums of war or declare war, to bellow or fan the fire or fire of hatred, to inflate or blow up or explode or expand or extend, to enlarge or stretch or increase or grow or get bigger, to explain or detail, to talk or converse, to debate or content or contest or combat or dispute, to deliver a speech or lecture or talk, to put out a candle by blowing at it, to turn off light, to blow out or get rid of light of knowledge, to plunge world into darkness of ignorance, to cause differences or divisions or rivalries or rifts or conflicts or fights or wars gaps or gulfs or distances between people or things, to leave or shift away or move apart or depart or die or expire, to abandon or desert or forsake or leave alone or move on and leave behind or ignore or neglect or avoid, to eat or devour or consume or gulp down the throat, to drink, to learn or absorb or sponge, to take in food for nourishment of mind or body or both, to pay lip service, to say one thing and do another, to be talkative, to talk idle, to have gift of gab, to make up things, to tell stories, to draw a dividing line or boundary, to set a criterion for inclusion or exclusion, to prepare grounds for a battle, to join or link or combine, to get in touch or be in contact with, to form a network of people or things, to bring people or things together, to bring about a communication network between people or things, to build roads and bridges or communication networks so that people could come closer to each other through various ways and means, to hold or hang or catch or latch or link onto firmly, to be interlinked or interconnected or interdependent, to interact or participate or work together, to live on the backs of each other or with help and support of each other, to have intimate relationship with, to confide in, to find solace in company of, to feel connected or wanted or needed, to be bent or twisted or turned, to be crooked or wicked or tricky or deceptive or cunning, to mould or design or fashion or shape or form or carve or chisel or clip or trim or modify according to some standard or specification, mouth or something alike in some sense in some way for some reason or purpose, battle line or dividing line or something alike in some sense in some way for some reason or purpose, or something alike in some sense in some way for some reason or purpose etc etc.

Whenever an agreement is drawn and agreed upon between individuals or communities or whenever an administration takes over the office it has to agree under oath that it will do all that the community has put it in place for till the time it is put in the office to serve the community. The Quran is drawing attention of communities and their administrations and how they need to be careful when they enter in agreements with each other for mutual benefits in order to prevent any harm and destruction they may end up inflicting upon each other. The Quran is using general words that are used for human relationships but the purpose is very clear when looked at them in the context of the Quran and in context of this very Surah. These contracts or agreements can be between families, clans and tribes or between communities, administrations and interested or involved parties. The point made here is, not to treat agreements as mechanisms for deceiving each other as people used to do in times gone by and they still do it even today. It is like two people agree to do something and then a third person comes along and makes one of the parties break the contract by offering a better deal. Agreements are to be respected but it is told very clearly that agreements must not be based upon intention of inflicting harm on each other but with intention of benefiting each other. You cannot bring about or maintain a good human community by undercutting, undermining and cheating each other because that way you only advance distrust and hatred and that eventually leads to breakup and wars between people not unity. If masses are corrupt amongst themselves it is not good for the community and if community administration is corrupt again the whole community is in trouble. Likewise if community is bad to its administration and the administration is bad to its community then things will not turn out good. Individuals therefore need to be good to their community and the community in return needs to be good to its individuals and likewise all related administrations and communities need to be good to each other if things are to move in the proper direction. The Quran is not about using each other abusively therefore any trick or mechanism used for taking undue advantage of each other is utterly condemned by the Quran. There is zero tolerance for exploitative manipulation in deen of Islam by anyone of anyone. This is why deen of Islam is hated by all arrogant people who seek domination over others by under undermining them instead of seeking brotherhood based upon the foundation of the Quran. The Quran wants to see a strong human community not some individuals holding the rest as their slaves. Since all individuals are supposed to be looked after by the community to the best of its abilities therefore there is no concept of individuals looking after individuals in deen of Islam when it is fully implemented in a kingdom based upon guidance of Allah. This is what concept of ummah is all about. Ummah does not mean individuals exploiting each other at will as per their own personal desires and ambitions. This is why it is up to ummah to base itself firmly on the Quran and ensure well being of its individuals as well as of wider human populations. This surah is therefore not about some women or some men but about ummah and kingdom it has to bring about to ensure its own well being as well as of rest of humanity. So the idea of zakaah is not about charity by individuals at the rate of 2.5% for the poor. Nor it is about individual inheritance whereby one person could end up with much more than one needs and others go hungry. Likewise it is not about men paying for sex with women or vice versa. Deen of Islam is about supreme constitution and law based about guidelines of Allah for an ummah and its institutions and a kingdom based upon guidance of Allah wherein all people have a blissful, dignified and secure existence.

22) Moreover communities and administrations should not enter into new agreements with communities and administrations that already have agreements in place through predecessor administrations and communities in order to undercut and unduly exploit each other instead let bygone ways of doing things the wrong ways be bygones. Surely it was a harmful and destructive way of life for parties to undercut and unduly exploit each other for personal gains at the expense of each other.

Also tomb or grave or coffin or secret chamber or room or something alike in some sense in some way for some reason or purpose, basket or container or chest or breast or something alike in some sense in some way for some reason or purpose, ribs or ribcage or skeleton or rigged framework or structure that gives something its shape or form or something alike in some sense in some way for some reason or purpose, something odious in some sense in some way for some reason or purpose, something contemptible or disgusting or repugnant or repulsive or dishonourable in some sense in some way for some reason or purpose, an abomination or something alike in some sense in some way for some reason or purpose, something greatly harmful or destructive in some sense in some way for some reason or purpose, destination or goal or target or something alike in some sense in some way for some reason or purpose, guardian or patron or manager or handler or trainer or teacher or guide or leader or director or instructor or someone alike in some sense in some way for some reason or purpose, hatred or something alike in some sense in some way for some reason or purpose, snake or something alike in some sense in some way for some reason or purpose, something or someone dangerous or full of hate in some sense in some way for some reason or purpose, energy or something life giving in some sense in some way for some reason or purpose, revelation of God or something inspiring or motivating in some sense in some way for some reason or purpose, to be odious or behave odiously, to have detestable conduct, to do something repugnant, to offer extreme opposition to something in some sense, to offer extreme resistance, to reject or oppose vehemently, to have great hatred or dislike or aversion for something, to dislike or detest or loathe or abhor or hate, to guard, to lookafter, to watch out for, to keep an eye upon, to be an enemy of, to discredit, to marry the widow or divorcee of one’s father, to do something extremely hateful, to extremely hate someone who does something terribly wrong, to disdain, to strongly disapprove, to stay clear of or away from something for some reason, to do something that causes an outrage, to do something shameful, to dip or drench or soak or bathe or wash or drown or sink or submerge in or under liquid or fluid or water, to water or irrigate, to flood or cause flooding, to cause bloodshed or death or destruction or devastation or disaster or calamity or catastrophe, to drip or flow or run, to have things of need or want in abundance or plentiful, to have easy or comfortable or luxurious life, to flood market, to produce or distribute things of need or want plentiful or in abundance, to take care of, to take into or under care, to move about freely, to cause troubles or problems or difficulties, to be a smooth operator, to jump about or all over the place, to hang onto something in some sense in some way for some reason or purpose, to be mischievous, to gather or collect things, to move from place to place or from people to people, to move from branch to branch or tree to tree, to copy or imitate, to be alike or similar, to be exact copy or image of, to change one’s mind or physical appearance, to modernise or modify or update or upgrade or improve, to defend or shield or protect or cover or shelter or save or rescue or preserve, to patronise or guard or keep an eye upon, to limit or restrict or constrict or limit or confine, to provide with home or dwelling or ideology or abode or lodging or hospitality or backing or support or reinforcement, to provide with place to live in or guardianship or cover, to veil, to stand in for or take the place of or cover for, water or something alike in some sense in some way for some reason or purpose, monkey or something alike in some sense in some way for some reason or purpose, womb or something alike in some sense in some way for some reason or purpose etc etc.

Although I am using word predecessor for Arabic word AABAA here but it is not properly conveying the sense that the actual text is trying to convey in this verse, because the text covers sense of main administration or leadership or community that is over all responsible for all other administrations and communities etc that work under its responsibility. Word predecessor covers sense of past or previous administration which is also included in the word AABAA. If I used word superior it will not convey sense of previous administration so one has to make sense of things oneself from this explanation of the situation. The actual sense the Quranic wording conveys is lost in transitions and short interpretations of the message because it is so comprehensive. This is why one has to be rational as well as linguist to get the full impact of the message. This verse also means making changes in combinations between administrations or communities or both ie different administrations or communities can work with different administrations or communities which can get along with each other better when it comes to working relationships between communities or groups or parties. For example, if a and b and c groups work together and d and e and f groups work together that combination can be changed by people in the way it suits them better at any time with agreement of all involved. This way people will not think they have become stuck with each other particularly if any feel difficult to work with each other for whatever reasons. It is because there is always room for improvements in things. The main administrations could choose to work with certain subordinate administrations and vice versa. However none of them are allowed to work with each other in secret because they have to be transparent in their workings. So long as people base themselves on the standard set by the Quran and have agreement of each other they can do whatever suits them the best to ensure well being of each other as a proper human community. Problems only arise when a people fail to meet Quranic requirements or requirements of each other.

23) It is therefore unlawful for you as communities and administrations to enter into secret agreements with other communities and administrations where agreements are already in place in order to undercut and unduly exploit each other such as your mother communities and administrations, your daughter communities and administrations, your sister communities and administrations, your paternal parental sister communities and administrations, your maternal parental sister communities and administrations, your brother communities and administrations’ daughter communities and administrations, your sister communities and administrations’ daughter communities and administrations, your foster mother communities and administrations, your foster sister communities and administrations, your partner communities and administrations’ mother communities and administrations, your step daughter communities and administrations provided you entered in contract with their mother communities and administrations already but if you have not entered in to contract with them already then there is no harm in it for you. Moreover it is lawful for you to enter in contract with your own community administrators who are backbone of your community that is how you should bring any two communities under the same main administration instead of continuing what went on before. Surely Allah is protector of people through a program that can lead mankind to blissful, dignified and secure existence in the kingdom of this universe.

Word AMMAA is from root AIN, MEEM and MEEM. Concrete meaning of this root is a thick metal ring with a stake that is hammered into the ground to tie animal with so that they stay together in a place or something alike in some sense in some way for some reason or purpose. Words used in this verse have a variety of concepts and meanings not just family relationship meanings. Word AABAA root means father but not necessarily biological father as already explained ie one could be father of nation, leader of an ideological movement, nation or community, someone who protects and looks after, someone who originates, creates, begins, initiates, starts or causes something. An elderly person or a superior person in rank or position or authority etc. Mother does not necessarily mean biological mother only. The Quran here is explaining constitutional and legal matters and the relationships that come about as a result which give community sense of being a community through interconnection. Word UMMI not only means mother or illiterate but also a person who has developed his human qualities to a highest degree of excellence. Also root, foundation, nation, leadership etc. Word AKHI root is not only used for a brother but also for sister or for members of an ideological community, a circle of people or brotherhood or sisterhood, a ring with a stake that is driven into the ground to hold animals to keep them under control and in place etc. IBN not only means son but also foundation, principle, successor, leader, guide, building, structure, a thief, an opportunist person etc. Likewise is the case with word BANAAT ie daughters or bases or branches, tear, tea, word, thought or imagination etc. The root of IBN and BANAAT is same. The root of words AMM and AMMAH is very same AIN, MEEM and MEEM ie paternal uncle or aunt but also to be part of a whole, be a participant, to be counted in as part, general, mass, vast amount, tall or long, something that expands or becomes widely available, a generous person, the head gear, something that is wrapped round the head, to be for everyone, open to all, a big party or group of people, a selected or elected leader etc. The root of KHAAL and KHALAAT is same KHAA, WOW and LAAM ie maternal uncle and aunts. But also a symbol of well being or goodness, the flag of the army, black camel, the one who looks after something or guards it, things that need looking after or guarding, useful or valuable things etc.

In this verse wording needs to be understood in much wider sense than just interconnection of various administrations and communities. For example, fostering relationships could be about organisations within the organisations or about training and cultivation of communities with their own programs. These programs could be about general education and training or for warfare or departments of various nature that take care of internal and external needs of community eg housing, education, health, defence or trading with the world outside the ummah etc etc. The whole idea is coming together of individuals, families, clans, tribes etc to form a one united human community that is fully organised and regulated as told by the Quran. If people come together and accept program, gaols and guidelines in the Quran then it is up to them how they run their community to fulfil their needs and desires within set perimeters according to the best of their God given abilities. Islamic community organisation is just like a good family at a worldwide scale as already explained. The Quran is full of verses that are complementary in their meanings so one has to work out how these meaning fit together. The Quran is not interested in individuals but in connection with each other as a proper human community. Since all administrations and communities can interlink with each other in different ways hence the given explanation in this verse as to their legitimacy or illegality regarding their linkage with each other. Organisational structuring could be vertical or horizontal or diagonal or any other way that suits proper human community so things need to be worked out by people themselves the best possible way they can. This verse shows how difficult it is to interpret the verses of the Quran if people do not have the concept of proper human community in their minds. People need to realise the fact that if social structuring ideology is not in place to begin with then other relationships between people do not matter just like they do not matter for other animals. It is because rights and responsibilities matter for people they have no choice but to put in place social, political, cultural and economic systems, structures, procedures and practices in place. This is what makes people bring about institutions and make them work properly so that human beings could live a blissful, dignified and secure life in this world based upon the ideology of the Quran. This is how the Quran proves it is a worthy book that cannot be ignored by humanity for long if they wish to live in this world in a way that makes their lives worth living.

24) Moreover enter not in agreements with communities and administrations that are ideologically far removed from you until they accept your terms for unity, peace, progress and prosperity of humanity, this is advice of Allah for you. However you are free to enter agreements with any other administrations and communities than the ones stated provided you intend to ensure their security and protection not desiring to secure undue advantage over them. Give them their mutually agreed revenue for community and administration as an obligation for the service of the community. However there is no blame on you as a people if you change the agreement between administrations and communities with mutual consent for the benefit of all involved. This surely makes obvious that rule of law of Allah is based upon wisdom.

way for some reason or purpose, horse or stead or stallion or something alike in some sense in some way for some reason or purpose, a battle trained or battle hardened person or horse or something alike in some sense in some way for some reason or purpose, weaponry or armament or something alike in some sense in some way for some reason or purpose, a married or chaste person or someone alike in some sense in some way for some reason or purpose, lock or something alike in some sense in some way for some reason or purpose, chastity or something alike in some sense in some way for some reason or purpose, a fake or useless arrow or something alike in some sense in some way for some reason or purpose, something just for show in some sense in some way for some reason or purpose, something that serves no useful purpose at all or something alike in some sense in some way for some reason or purpose, crop that is burnt by cold or freezing weather or something alike in some sense in some way for some reason or purpose, wasted seed or sperm or something alike in some sense in some way for some reason or purpose, something rejected or condemned in some sense in some way for some reason or purpose, to secure survival of someone or something in some sense in some way for some reason or purpose, to have social or sexual interaction or participation or intercourse in such a way that ensures blissful and dignified survival of human race, to marry or wed or enter a contract or agreement or promise, to take a woman into legal wedlock, to divorce or legally divorce a woman or end the marriage, to break the promise or breech or end the agreement or alliance, to protect through alliance or contract or pact or covenant or promise or treaty or vow or agreement or marriage, to keep in store or store up, to hoard up, to pile up, to gather, to collect, to reserve or keep in a reservoir, to have reservations about, to be concerned about, to worry about, to be anxious about, to be inaccessible, to be immune, to fortify, to be well guarded, to be well armed or fully equipped or prepared for dealing with a situation or a set of circumstances, to be well protected or secured or preserved or looked after or secured or defended, to be locked, to be shut, to be chaste, to be hidden, to shield or shelter or defend or save or rescue or hide or cover up or wrap up or veil, to isolate, to separate or isolate or boycott or break off relationships with or cut off ties with or sever links or connections with, to cause differences or disputes or rivalries or divisions or rifts or dissentions or conflicts or fights or wars, to create gaps or gulfs or distances between people or things, to put up barriers or barricades or hurdles or obstructions or partitions or walls, to place obstacles or difficulties in the way of, to cause problems or troubles, to shift or move people or things apart or away from each other, to help a situation settle down or calm down or subside, to include or exclude, to let in or keep out, to let join or keep separate, to unite or divide or disperse or scatter, to back up or reinforce or help or support or assist or aid, to guard or watch or keep an eye on or spy on, to hold back or restrain or prevent, to limit or restrict or constrict or confine or imprison, to arrest or take captive or hostage, to manage or handle or take care of, to some reason or purpose, pouring down of something eg water or blood, tears pouring down from the eyes, sadness or grief or regret or unhappiness, to do something useless or harmful or destructive, to have a connection or relationship that is of no benefit to anyone involved or is harmful and destructive, to cause the blood to flow or pour out or down, to cut or injure or hurt or bite or bite off, to inflict wound or injury, to cut off or break off relationships with or end ties with or severe connections or links with, to separate or isolate or boycott or leave alone or abandon or forsake or knowledge, to plunge people into darkness or darkness of ignorance, to be angry or cause to be angry, to provoke, to cause an outrage, to bust out in anger, to blow the top, to be well protected or secured or preserved or looked after or secured or defended, to be locked, to be shut, to be hidden, to shield or shelter or defend or save or rescue or hide or cover up or wrap up or veil, to cause differences or disputes or rivalries or divisions or rifts or dissentions or conflicts or fights or wars, to create gaps or gulfs or distances between people or things, to put up barriers or barricades or hurdles or obstructions or partitions or walls, to place obstacles or difficulties in the way of, to cause problems or troubles, to shift or move people or things apart or away from each other, to help a situation settle down or calm down or subside, to include or exclude, to let in or keep out, to let join or keep separate, to unite or divide or disperse or scatter, to back up or reinforce or help or support or assist or aid, to guard or watch or keep an eye on or spy on, to hold back or restrain or prevent, to limit or restrict or constrict or confine or imprison, to arrest or take captive or hostage, to manage or handle or take care of, to have power or authority or control or jurisdiction over, to have reach or capability or capacity, tooth or something alike in some sense in some way for some reason or purpose, mouth or something alike in some sense in some way for some reason or purpose, fence or something alike in some sense in some way for some reason or purpose etc etc.

This verse advises the Quran based community that people who rather live by their own choices ie freely as they like should be left alone to live as they like but if they decide to join the Quran based community then they must accept the terms and conditions stated and join in. If they join on the basis of Quranic terms and conditions then those communities too should be helped to organise and regulate themselves and should be accommodated by already existing Quran based community and offered all kind of assistance so that they could attain the same standard as already existing in the Quran based community or mother community. This verse also opens door for non-Quran based people to join the Quran based community if they wish, so there is no restriction on nonQuran based people for living among Quran based people so long as they respect community spirit and help maintain it and do not cause any problems in the community. On the other hand Quran based communities are held responsible for ensuring well being of nonQuran based people living among them as part of their community if they live there as good citizens of the Quran based kingdom. Truly Quran based society is a Muslim society and not a society wherein people claim to be Muslims but they live by a way of life other than advised by the Quran. Word Muslim means the one that declares commitment to abiding by program, goals and guidelines of deen of Islam or constitution and laws based upon the guidelines of the Quran.

25) Likewise if any of you the peaceful, progressive and prosperous communities are not large and strong enough to form your alliances with other larger and established strong communities that work for peace, progress and prosperity of mankind because they are not there or are beyond your reach then you may enter in agreement with other communities that are smaller or are close by but are willing to make alliance with you on the basis of unity, peace, progress and prosperity of mankind for the reason so that you could develop into peaceful, progressive and prosperous communities. That is how Allah makes obvious for you that you should care for each other because you are from each other. So enter in agreement with these administrations with open consent of their communities and give them whatever help they need for the good of the communities. They too should be fully committed to agreements, not shaking hands with your rivals. Nor should they ally with your rivals after ratifying agreements with you looking forward to your demise by way of conspiracies. Then if after they are drafted in to the agreements they transgress against the agreements and mutual community interest then they should be made to compensate the communities as prescribed for any of the communities that are distant from the rule of Allah. This penalty is for the reason that people in contract with you pay attention to their actions and their consequences. So if you handle difficulties sensibly it is better for you because Allah protects mankind only through His blissful and dignifying revelation.

In this verse it is made clear that when Muslims have a state of their own based on the Quranic program then they are not allowed to disturb nonMuslim states unless they make it their business by seeking alliance but the alliance has to be based on the terms and conditions as stated in the Quran. However, there could be times when there is no Quran based Muslim state or even an organised Muslim community in that case alliance is fine with nonMuslim state but still it has to be on the basis of Quranic terms and conditions. If after entering agreements nonMuslims prove to be in the breach of agreements then they must compensate Muslim community for causing loses to it. This stops things getting out of hands leading to unnecessary bloodshed between communities. If one community cheats another then that is clear ground for distrust, suspicion, hatred and animosity. It is always better to come clean and keep the air between the parties palatable. If not then that is where rule of law ends and the wars start and all suffer for mistakes some of them make from among the involved parties. The Quran teaches all to avoid situations that could lead to harm and destruction of humanity. However if it has to be fight then Muslims are free to deliver the blows as good as they get but still they must remember they are fighting fellow humans so they must remain ready to stop when the other party stops provided they mean it and not to take a tactical advantage. Cheating people cannot be trusted that easily and that is the situation nonMuslims put themselves in by breaching the agreement and creating distrust. War and peace are very serious matters that is why the Quran wants people to not to jump in there at the very first opportunity.

26) Allah desires to make His guidance manifest through you the people in practice therefore, He guides you to the traditions which were followed by the sensible people before you that is why He turned to you with blissful and dignifying revelation because that is how He makes His wisdom obvious for mankind.

27) Just as Allah desires that He turns to you with His guidance to help you learn so those who follow their own harmful and destructive ambitions and desires wish to see you deviate far away from the path to peace, progress and prosperity that is firmly founded.

28) Allah wishes that He makes things easier for you the humans because man has been brought about by Him in a simplest state to develop therefrom biologically, psychologically and sociologically.

29) So O you who claim to be committed to working for unity, peace, progress and prosperity of mankind! Do not handle your production and distribution of things between yourselves on basis of manipulative system to harm each other instead let there be transfer of goods and services amongst you on basis of mutual goodwill to benefit each other, so do not destroy yourselves by doing things the harmful and destructive way. Allah is merciful to you indeed for letting you know all this.

30) So anyone who acts like that in opposition to Our guidance and practices injustice and unfairness We will let him drag himself in to the ditch of painful suffering because this is easy for Allah to let happen if that is still your choice after things have been made fully clear for you to learn.

People must try and understand the message of the Quran in its spirit. The Quran is called ZIKR of Allah and not in the sense that one sits in a place and keeps repeating word Allah over and over again. It is because the message is sent for a purpose and that purpose is guidance of mankind through help of each other ie learn the message of the Quran properly and then spread it till people become fully aware of it. What will happen if people did that? If they like it then they will come together as it tells them and form a community and organise and regulate themselves properly? Why they will do that? Because the Quran sets goals for people to accomplish and gives them guidelines according to which they are to work towards those goals. So people must try and read the Quran in this context ie in context of deen or advised way of life. As for what is lawful and what is unlawful to have or to do that is to be decided on basis of set goals and given guidelines. No law is law of Islam if it contradicts the set goals or guidelines of the Quran. It will be stupid to put obstacle in the way one is going. That is why if one is aware of set goals and guidelines then one can see which law is actually Islamic law and why and which is not and why not. The idea that any single verse of the Quran is law or any Hadees is law is not the right understanding of the Quran in its proper context. This is what is causing the problem between people because most people read the Quran as a religious holy book for satisfaction of their make beliefs and useless rituals.

As for the claim that zikr of Allah satisfies the very being of a human being it is very true but only in its proper context. What is that proper context? The fact that it is full of best arguments and explanations for proving to a knowledgeable human being that it is a message from his creator and sustainer. No sensible person can argue against the explanation of the Quran as to what we find in this world and what is it all about. This is the reason a person who knows the Quran can never be in identity crisis ie he know who he is, what he is, why he is what he is, how he works and what he is here for and what is expected of him or her. This is how the Quran proves to be a food for thought. The other aspect is needs of people for their survival. No matter how much one knows the Quran, one cannot be without need for food and drink etc. These needs cannot be satisfied by saying Allah, Allah no matter how sincerely one says that. Hunger for food can only and only be satisfied by food just as thirst can only and only be satisfied with drink. So it can only be foolishness of a person to misinterpret and misrepresent the Quran by saying that Quran is all one needs to live a satisfactory life. It is because if the revelation was the only need for mankind then rest of the universe will mean nothing at all ie it will be useless work of Allah. This is not the right way to think about things. So it is a very good idea to read the Quran and try and understand its message in its own context. It will be very obvious why ummah must live by the way advised by the Quran ie because the way of life that is advised by the Quran if established can satisfy all needs of humanity forever. If people are not going for that and just sit and do Allah Allah then that is not the message of the Quran and because ummah is not trying to understand the message of the Quran properly, it is confused and in chaos and busy with infighting. So if we humans want to get out of this situation then the Quran shows us the way but to walk along that way needs our proper understanding of it as well as our proper following of it in practice for the purpose it is given. Otherwise there is no light at the end of the tunnel till we see sense by beating sense into each other the usual ways.

31) However if you as a community avoid doing things that you are not supposed to do because they are greatly harmful and even destructive for you as a community then We will not let small mistakes take you off course but cause you to rise to status of great honour through your own hard works.

It is always good to look at reason based arguments on basis of revelation otherwise they make no sense whatsoever because they serve no purpose. The basis has to be, there is a creator and sustainer of this universe because the Quran says so but the question is why the saying of the Quran is important? It is because you cannot rule out possibility of existence of God. If God exists then only God can tell what he is and what he is not, what he did or does or will do and why because humans can only reason things as far as their reasoning can take them. This is why we cannot rule out possibility of God communicating with mankind. This is why the right question will be, has he or has he not revealed anything to mankind? If he has, what is the proof? In my view the explanations of things given in the Quran make the best possible sense. This verifiable fact renders the Quran important and that is why quoting the Quran in this context is not circular reasoning as people will usually assume. But the question is, why people push aside the scriptures when they want to talk about God? The answer is very simple, because they have no such scriptures upon which they could rely so they rather use philosophy instead because somehow existence must be explained and the same idea is used by scientists. They study universe to find answers of questions which they can never find unless they study the scripture and the universe together. They forget that unless we learn how to explain things for ourselves we can never make sense of anything be it the universe or the scriptures. The study of a proper scripture and universe together can help us discover the real truth just like study of a witness statement and the corroboratory evidences. It is process that involves trial and error method and going back and forth between the sense we get from the study of the universal realities and the study of the scripture. A process totally ignored. This is why all the confusion.

One can look at it this way. You are born and there is a television set there with a book with all necessary information in it about the TV set but at the time you do not know what it is, where it has come from, what it does, how it does it etc etc. You then educate yourself through your life experience discovering things and one day you have educated yourself enough that you can interpret the book that was with the TV set and figure out the TV set as well. Now you are going to discover things from the book about the TV set which you did not know before and from the TV set you are going to discover things about the book. So human beings always discovered things they never knew before discovering them. Likewise when we are born we have this universe and ourselves and some books telling us things about ourselves and this universe. So the only way open for us is to try and understand them the best we can. This is how our mind works ie when it comes across something it does not know and wants to discover things about it, it tries to fool about with it and gradually finds out things about it and that is how it starts making sense of things. If we come across something and we want to find out things about it then we never look at it to confuse ourselves more about it than we already are. That will defeat our very objective about finding out things because then we will never discover the truth about something. This is why criticising the Quran is wrong for anyone if one has never bothered to build a model out of it that works due to lack of his own knowledge about things. Only if with knowledge we reject something because we know it cannot be constructed into a working model that we can say this thing does not work because it lacks this, that and the other therefore it is not good.

Just saying there is no God then there is no revelation and likewise keep building a wrong model is not the right way to go in the first place because it is unreasonable to do that. It is not right because then you are eliminating the possibility of existence of God as well as existence of revelation. Likewise when it come to revelation, we cannot dictate to God what he should or should not reveal. All we can do is examine what is allegedly sent by God by first educating ourselves to the level of knowledge that is needed for interpreting it. This involves discovery of knowledge about both the real world realities and the scripture because we never knew either of them before we were born and grew up mentally and physically. This is why people need to understand this process and that it involves trial and error method. This is like matching the witness statement with the evidences and the evidences with the witness statement to see if they fit together or how they fit together if at all and if not at all then why not. This matching is a process that involves discovering things not already known as well as keep going back and forth till things are figured out and fitted together. This is why people when they interpret the scripture make mistakes because they do not understand how to do it. They make sense of the scripture the best they can according to what they know themselves because one cannot interpret divine scriptures beyond one's own knowledge that one already has. This is why as time goes on and humanity learns more and more the scriptures will make better and better sense to those who will learn to discover what is in them and the universe. For the time being explorers of the universal realities are busy doing that and the mullahs are busy doing their works on scriptures isolated from each other. One side is trying to understand the universe from the scriptures alone and the other side is trying to know things about the universe from their study of the universe alone. The truth is both sides need to come together and try and understand both the things together. If both the things have same origin we will be able to fit them together in a best possible way but if they are not then we will never be able to do that. Since those who give it a try can fit things together therefore this gives the basis for both sides to come together and start exploring both sources of information for fuller understanding of things.

What I see is that people already have some strange ideas about God so unless any God true or false fits that idea, they cannot be satisfied but the question is, are they right in thinking about a God themselves and then rejecting everything presented to them? Who told them God is or is not a being? Who told them what he can or cannot do? Who told them anything whatever they claim about God? Just going on and on about endless senseless possibilities is not the way to go unless one wants to drive oneself into confusion and chaos and thereby insanity. The question of God or no God cannot be decided without bringing in the universal realities and the scriptures together. Only if we could be sure that scriptures do not make sense that we can say that scriptures do not make sense otherwise rejecting things out of hand is neither here nor there. As explained already the human language is human invention not created by God but all people needed to create their language was provided by God just like we make cars and plans etc. God also had to use human language to express his message to them. Moreover the language changes so any book given by God at any time will be time bound language wise so God had to use language in a way that it served his purpose and that is why he chose languages that suited his message for the periods the messages were sent. Those languages therefore could not be precision languages because precision language cannot convey messages for long time periods because they incur a lot of changes for new things to accommodate them in a very short time where as flexible languages can convey far too much message using a very small number of words due to concept based methodology which clarifies meaning of words in context they are used in so that can serve people for a very long period of time. The root method of this nature is therefore very useful and that root method is found only in Arabic language that remained in use since it came about.

Although older languages were also root based but they almost disappeared at one point or another and were revived later and were not spoken by many so they were not as useful for the final revelation of Allah. So the Quran was revealed in Arabic language because it was based on idea of roots therefore it was flexible and also it was spoken much widely than any other such language at the time of revelation of the Quran. One only has to look for why Arabs called everyone else AJAMI=dumb people. It was because they were very proud of their language the way it could express maximum ideas using minimum words for a long period of time. The Quran is a very powerful book that demystifies things for mankind whereas mankind are so used to mystifying even very simple things for themselves ie we blind ourselves by science instead of becoming enlightened with help of scriptures and science. The Quran needs to be taken very seriously as a book of deen and not as a book of mazhab. Not many people have much idea as to what exactly is difference between deen and mazhab. One is set of make beliefs and the other a way of life. So there is very big gap between the two, therefore mixing deen with mazhab is not the right way to go because deen in Quranic context is way of life advised by Allah and mazhab is merely make beliefs and ritualism therefore deen is basis for towheed and a path to blissful, dignified and secure life and mazhab is recipe for conflicts and divisions and a path to hatred and wars and therefore to ditch of hell. So long as people will link scriptures to religions and mullahs they will never find the true path therefore it is better to break the link between scriptures rulers, mullahs and money lenders, the sooner the better. From all this explanation one should be able to see clearly that the Quran is the sole basis for human unity, peace, progress and prosperity in light of universal realities.

32) So never evade responsibilities nor divert rights of each other with which Allah has bound some of you for others. As for people of the administrations, the results of their actions will be according to what they do and for the people of the communities consequences will be according to what they do. Therefore show responsibility towards each other thereby demand rights of each other in the name of Allah regarding His bounty. This is how Allah makes evident that He is aware of everything that you should be doing or not doing.

33) For every community We bring about managers to handle whatever they have of the people and the related affairs and resources. So those with whom you enter agreements deliver to them their due shares of rights and responsibilities. Surely Allah constantly shows how all affairs about everything are taken care of.

34) The managers are responsible for managing the communities and the resources in their communities through appointment of their communities because Allah has bestowed upon some people responsibilities for rights of others therefore they should keep open for others whatever of the sustenance they have under their administration as their right. Thus righteous people of the community show consistency by guarding their future better as Allah requires them to guard. As to such administrations in the community from whom you fear lack of discipline, keep monitoring and advising them thereby keep them faithfully stuck to their constitutional obligations to the community, this is how you should discipline them appropriately. Thereafter if they become consistent with your requirements then look not for ways to harm them. Remember the program, the constitution and the law of Allah is sole authority for all of you, so abide thereby.

35) Moreover if you the community sense any conflict between any groups of people in your administration and any party of your people in your community then appoint one arbiter body from the administrators side and another from the community side then if they go for reconciliation and compromise, Allah will facilitate harmony between them, thus Allah makes manifest that He is all aware.

Also hardship or difficulty or something alike in some sense in some way for some reason or purpose, consistency between things or something alike in some sense in some way for some reason or purpose, evenness or levelness or something alike in some sense in some way for some reason or purpose, matching or alike in some sense in some way for some reason or purpose, equal or same or similar or alike in some sense in some way for some reason or purpose, properly balanced or in equilibrium in some sense in some way for some reason or purpose, an idea or a thing or a system or structure or a procedure or practice that is fully consistent within itself as a unit in some sense in some way for some reason or purpose, something that is in harmony within itself in some sense in some way for some reason or purpose, something that is free of unevenness or irregularity or conflict or contradiction or rift or dispute or controversy within itself as well as with respect to anything else with which it is supposed to be or is supposed to work in some sense in some way for some reason or purpose, the time between two milkings of a she-camel in a single milking session or something alike in some sense in some way for some reason or purpose, a gap period or something alike in some sense in some way for some reason or purpose, the time period between repetitions of an action or something alike in some sense in some way for some reason or purpose, periods of time within span of one night or something alike in some sense in some way for some reason or purpose, the top or best part of something in some sense in some way for some reason or purpose, the coming back of milk in the teats of she-camel after it is drawn when milking it or something alike happening in some sense in some way for some reason or purpose, to be in harmony or in agreement, to match, to be in harmony with, to be in step or in sync, to come upon by chance, to occur at the time of something else happening, to coincide, to succeed, to be right, to be well guided, to inspire, to bring about reconciliation between parties, to be in state of being suitable, to accord or be accord with, to be as required or to carry out a commandment or fulfil a given or set out task, to link or connect or join or combine or get or come together, to bring together, to form a network of people or things, to bring about a communication network between people or things, to build roads and bridges to help people come together or interact or interlink or get in touch with each other, to stick to or with, to adhere to, to back up or support or reinforce or follow closely, to shadow, to keep an eye upon, to spy, to bend or twist or turn, to mould or model or design or fashion or carve or chisel or shape or form according to something, to be crooked or wicked or deceptive or tricky or cunning, to be illusive or elusive, to plot or conspire, to misguide or mislead, to revolve or turn or rotate or cycle or go round and round, to make rounds or frequent or keep making trips back and forth, to keep returning or going away, to go around someone or something, to relate to each other, to come closer to each other, to be interdependent or interrelated, to participate or interact or socialise or mix with each other, to add, to increase or expand, to explain or detail, to offer excuse or justification, to tie or bind together, to hold or keep together, to catch or catch up with, to arrest or hold hostage or captive, to be with or stay with or reside with, to keep company, to be a companion or intimate operator, to jump about or all over the place, to hang onto something in some sense in some way for some reason or purpose, to be mischievous, to gather or collect things, to move from place to place or from people to people, to move from branch to branch or tree to tree, to copy or imitate, to be alike or similar, to be exact copy or image of, to change one’s mind or physical appearance, to modernise or modify or update or upgrade or improve, to read or recite aloud, to proclaim or declare openly, to announce in public, to publicise, to spread or disseminate or propagate, to collect or gather in one place or in on piece or unit, mouth or something alike in some sense in some way for some reason or purpose, hook or something alike in some sense in some way for some reason or purpose, monkey or something alike in some sense in some way for some reason or purpose etc etc.

In these verses it is made very clear that people are different from each other for many different reasons so not all are fit for handling all situations at all times or for all times therefore it is up to communities themselves to select and elect people from among them who are most capable of handling human population and resources for the purpose of ensuring blissful, dignified and secure existence of the proper human community. The communities themselves are warned that they should keep their eyes and ears open and not leave all things to the management rather things should be constantly monitored and if anything seems going wrong then steps should be taken to fix it. All this after a lot of emphasis on recruiting people for the tasks and jobs through proper preparatory education and training. A clear proof that the Quran does not want people to leave anything to chance as far as it is humanly possible for them. This is why Allah promises to humanity they if they played their part properly as human beings then anything else will not be allowed to happen that could harm or damage the proper human community. One can see why this surah is called AL-NISAA ie because it is all about setting up, organising and regulating a proper human community for a blissful, dignified and secure existence to concentrate on the ultimate goal to explore the universe at a grand scale in order to appreciate creativity of its creator and sustainer as already explained.
